Chief Censor Caroline Flora Reappointed for Second Term

March 17, 2025

Minister of Internal Affairs Brooke van Velden has announced the reappointment of Chief Censor Caroline Flora for a second term, extending her leadership of the Classification Office – Te Mana Whakaatu until July 2028.

Originally appointed in July 2022, succeeding David Shanks, Flora has lead the Office’s efforts to uphold freedom of expression while protecting New Zealanders from harmful content.

The Classification Office is an independent Crown entity responsible for classifying materials that may need to be restricted or banned. This includes films, books, video games, and online content. The Office also conducts research and produces evidence-based resources to promote media literacy and enable New Zealanders to make informed choices about what they view.

“It’s an honour to be appointed for a second term. The work of the Classification Office to uphold freedom of expression while protecting New Zealanders from harm is vitally important.” said Flora.

As Chief Censor, Flora leads the Classification Office, overseeing the operations of organisation and making key decisions, including granting permissions for unclassified materials to be reviewed, reclassified, or exempted from restrictions under the Films, Videos, and Publications Classification Act 1993.

“I’m thrilled to be leading a wonderful team of experts who do some of the most challenging work I’ve seen in my career,” said Flora.
